Summary

This position will oversee daily activities and a team of Accounting Associates responsible for all finance and accounting related functions regarding vehicle regulatory licensing, taxes, and titling and registration procurement. Reporting to the department’s Finance Manager, this position will be responsible for various accounting functions including accruals, daily payment sessions, billing, sales tax, personal property tax, Federal Heavy Use Tax, internal reporting and analysis, monthly finance closing process, amortization reviews, variance analysis, account reconciliations and other special projects requested by management, related to the accounting of units and vehicles. The position will participate and contribute to the development and recommendation of solutions that improve efficiency, accuracy, and automation of current procedures and processes.

Essential Functions

  • Oversees the day-to-day activities of the licensing, titling and registration procurement functions to ensure effective, efficient, timely, and reliable team tasks and deliverables. Oversees the business functions of all license prepaid fees and establishing amortization schedules. Coaches and counsels employees on performance, sets performance standards, recommends pay actions, and responsible for other personnel actions.

  • Monthly and quarterly Finance closing procedures.

  • Responsible for the accounting of vehicles and units including reconciliations and journal entries.

  • Assists upper management with special projects and analysis related to the accounting of vehicles and their regulatory compliance. Leads process improvement initiatives and develops and recommends solutions to improve efficiency, accuracy, and automation of current procedures and processes.

  • Maintains Sarbanes-Oxley controls and assist with quarterly audit for various areas: Licensing and Fines & Penalties.

Additional Responsibilities

  • Identify appropriate Sarbanes-Oxley controls when reviewing existing processes or implementing a new procedure, reporting change, or system change.

  • Make appropriate Accounting decisions when working on projects, system enhancements, and analytics

  • Performs other duties as assigned.

Qualifications

  • Bachelor's degree required Degree in Accounting or Finance required.

  • Master's degree preferred Master's degree in a related field (i.e. Business, Accounting, Finance) preferred.

  • Five (5) years or more A minimum of 5-7 years of experience in general accounting functions. required

  • Supervisory experience preferred. preferred

  • Experience working with Sarbanes-Oxley controls. required

  • Experience working with Information Technology and System Enhancements. required

  • Basic Accounting principles intermediate required

  • Account Reconciliations intermediate required

  • US GAAP and Sarbanes-Oxley controls intermediate required
